Declaration on REACH

JSC «Polotsk-Steklovolokno» takes obligations on fulfillments of REACH (EC) No 1907/2006 Regulations regarding the products exported to EC countries.

JSC «Polotsk-Steklovolokno» places at the market the materials made of continuous glass fiber - fibers, yarns, rovings, chopped fibers, glass fabrics and non-woven materials, which are ARTICLES.

The given declaration is based on definitions given in article 3(3) of ЕС REACH Regulations and explained by the European Chemical Agency (ЕCHA) in Reach Implementation Project (RIP 3.8) – « Guidance on requirements for substances in articles»2; as well as it is reinforced by the official publication of the European Chemical Bureau (ECB)3 , in which examples of articles are given: fabrics, fiber, filament fibers, yarns; and it is consolidated by the position of a Standing Committee of the European Glass Industries (CPIV), expressed in the declaration regarding glass, articles made of glass and REACH regulations4.

Taking into account the fact that:

The Commission of European Community added glass into Attachment V of REACH Regulations, exempting it from registration5;

• The products of JSC «Polotsk-Steklovolokno»: fibers, yarns, rovings, chopped fibers, glass fabrics and non-woven materials, do not contain any substances, which are intended to be released under normal and reasonably foreseeable conditions of use, i.e. their intended release is not a functional property of the above mentioned articles;

JSC «Polotsk-Steklovolokno» considers, that no registration requirements in accordance to article 7(1) of REACH Regulations are applied to articles, placed by the company at the market;

JSC «Polotsk-Steklovolokno» does not expect that any substances, which are part of its products would meet the criteria of article 57 of REACH Regulations (SVHC –substances of very high concern) and should be identified in accordance to article 59(1) of REACH Regulations in concentrations exceeding 0,1% in weight.

However, after publication of the List of Substances of Very High Concern (SVHC) in case such substances are identified in the composition of our products, we shall inform European Chemical Agency through a Оnly representative.

We regularly trace the information placed on a web-site of ECHA (European Chemicals Agency) in the section Candidate List of Substances of Very High Concern for Authorization (http://echa.europa.eu/web/guest/addressing-chemicals-of-concern/authorisation/substances-of-very-high-concern-identification/candidate-list-of-substances-of-very-high-concern-for-authorisation) in order to fulfill requirements of article 33 of the Regulations REACH on transfer the information on delivery chain regarding availability of SVHC substances in our articles.

The given declaration is taken on the basis of our knowledge on REACH Regulations.
